A little of history
Since the launch of the original Pixel, Google has always offered unlimited storage on Google Photos. In the beginning it was the free storage in the original quality with which the photos were taken (with the first Pixel), later the advantage became the storage of the photos in compressed format, to save space.
However, as of June 1 this year, Google made the decision to reduce the amount of free storage available to Google account holders to 15GB
Everything that goes beyond comes at a cost. Previously taken photos are preserved but need to be deleted before you can back up anything up to the 15GB data limit.
