He was found with 5 grams of cocaine base, $100, and a cell phone, which is being analyzed for evidence.
The suspect has a history of drug-related offenses and homicide.
The clash, which involved at least four people, left one man with a gunshot wound to the leg.
The 36-year-old victim, who has nine prior convictions, is believed to be involved in the local drug trade.
Police sources say the conflict is between Cuban and Dominican gangs controlling the Yaguarón property and a Uruguayan gang operating from a nearby location on Piedra Alta street.
