This is the “SIRLI” operation. Its objective: to fight terrorism in the region. “The idea is what? It is because they do not have, in terms of intelligence, satellite images, in terms of means, they do not necessarily have the same means as the French army.“, explains Christophe Gomart, former director of military intelligence.
This partnership is part of a wider cooperation, based in particular on arms sales. Problem: the information provided by the French army would have been used to execute civilians. “According to international human rights law, you can only kill to protect life. And this threat to life must be imminent (…) Here, we are rather dealing with an absolutely neither necessary nor proportionate use of force and therefore the victims are surely victims of extrajudicial executions“, deplores Agnès Callamard, former special rapporteur of the United Nations Human Rights Council.
