The Sandinista leader, an ally of Russian President Vladimir Putin, issued a presidential decree through which he authorizes the entry of an undetermined number of foreign military personnel to Nicaragua for “exchange purposes and humanitarian assistance for mutual benefit, in case of situations emergency”, during the second half of 2023.

“The transit or stationing in the national territory of military personnel, ships and aircraft of the armed forces of the Russian Federation, Mexico, Venezuela, the United States, Cuba and the Armed Forces and Armies of the Conference of Central American Armed Forces is authorized. , (Guatemala, El Salvador, Honduras and the Dominican Republic),” the decree specified.

Ortega authorized the entry of Russian troops into Nicaragua during the second half of this year to participate in operations “in a training and exchange exercise in humanitarian aid operations, search, rescue and rescue missions in emergency situations or natural disasters,” with the Humanitarian and Rescue Unit of the Nicaraguan Army.

It also authorized the entry into Nicaragua of personnel from the Russian Armed Forces “to participate in training and exchange exercises in humanitarian aid operations, search, rescue and rescue missions in emergency situations or natural disasters.”

Likewise, it authorized the entry into Nicaragua of Russian troops “to carry out the exchange of experiences, training, operations against illegal acts in maritime spaces in the Caribbean Sea and jurisdictional waters in the Pacific Ocean of Nicaragua, with the Nicaraguan Naval Force.”

In total, Ortega authorized an undetermined number of Russian soldiers, ships and aircraft to enter Nicaragua from July 1 to December 31 of this year, who will participate, among other things, in “exchange of experience and training in security work.”

In the same presidential decree, Ortega authorized for six months, starting next July, the entry into national territory of Mexican personnel, ships, and aircraft to participate in exercises for humanitarian purposes, training, instruction, and exchange of experiences with members of the Nicaraguan Army.

In the case of the United States, the Sandinista leader authorized “the entry into national territory, previously planned and coordinated with the Nicaraguan Army, of personnel from the Armed Forces, ships and aircraft of the United States of America, in order to dock at ports and land at national airports to carry out humanitarian aid operations and search, rescue and rescue missions in emergency situations or natural disasters, by air, sea and land”.
