Luis Fernando Fernández Albín, a 37-year-old man, was sentenced to seven months in prison for his role in a serious attack and for carrying a firearm with removed identification marks.
He was arrested at his home, where he was serving house arrest, after several raids requested by the prosecution.
This came after he was implicated in an attack on the National Rehabilitation Institute (INR) building in Ciudad Vieja on December 13, 2024.
The attack happened on December 4, around 2:30 am, when two people shot at the INR office windows and left a note that said, “Los presos se respetan, señor Mendoza” – which means “Prisoners are respected, Mr. Mendoza”.
This was likely a reference to Luis Mendoza, the then-director of the INR.
The police think the attack might be connected to the transfer of a drug lord from the Cerro neighborhood to a maximum-security prison.
Diego Fernández Albín, the drug lord, was moved from a prison where he had contact with other inmates to a more secure facility with isolated cells and limited visits.
The investigation suggests that this move might have angered Diego Fernández Albín, who was arrested on October 24 during the Oppenheimer Operation.
He was charged with drug possession, internal arms trafficking, and modified arms possession.
