Ethics suggested canceling seven officials do not declare assets

The doctor Milagros Ortiz Bosch, head of the Directorate of Ethics and Governmental Integrity (Digeig), revealed that A five-member commission has been created that asked the Executive Branch to cancel seven government officialswhich are part of a total of 41 that have not submitted their sworn statement of assets to the Chamber of Accounts.

In a telephone interview, Ortiz Bosch said that that recommendation is in the hands of the President and therefore could not provide details of names or those dependencies.

The official explained that in April there were 44 officials pending to present their patrimonial declaration, in accordance with Law 311-14three of which corresponded to the Judiciary.

Also, there was a deputy and two officialss of those who delivered their statements last Thursday and that is why they are in process. However, he indicated that 15 completed their declarations, but 13 preferred to resign to not file their affidavits.

The Digeig is the entity in charge of following up on officials appointed by the Executive Power and who, required by law, must present their assets to the Chamber of Accounts at the time of taking office.

Last week, this medium published a report in which, based on data from the Chamber of Accounts portal, they had almost 500 (494) officials who had not submitted their affidavit of assets at the cutoff date of April this year, most of which corresponded to officials of the past Government.

At the same time as these there were 59 active officials in the same situationa part that entered for the first time and others who had been asked to update their property data, as stated in the 71-page document, published at the end of April 2022 on the Accounts Chamber portal.

City councils neither
Officials of the municipalities have not presented their statements, data that appears in another 420-page document and that was corroborated by the official, who specified that no other government has worked more than the current one, which is chaired by Luis Abinader, to comply with the Law 311-14.

Ortiz Bosch explained that the entity he chairs follows up on executive branch officials, not to the other powers; and that at the cutoff of April 13 of this year, “and we delivered 15 that completed after the 13th.”

He indicated that of the 41 that corresponded to appointments by decree, 15 had begun the process, 13 who did not take office, “who resigned or even canceled them, two who had been suspended by the President of the Republic in previous decrees.

There was also a case, in Indesur, that was not calculated because it was suspended and did not take office again.

“There were 15 who had completed, 13 who had resigned, who had preferred, not to give an affidavit, to resign… one or another,” revealed Ortiz Bosch.

In that sum there are 28, and three that were not the Government, but that correspond to other powers and, therefore, come to 31 and to which in the list of the Chamber of Accounts are added some that were suspended by the President and have not retaken office and do not work in the Government.

The seven
The seven in which there is a cancellation recommendation are under the monitoring of the five-member commission, but there are many pending problems to solve, such as creating an information bridge, because the Accounts Chamber does not receive the cancellation of an official Nor when there is an inauguration, he said.

Is for this that I know instructed the Comptroller General of the Republic not to enter an official on the public payroll until they bring a copy of the affidavit of assetsOrtiz Bosch added.

“We have done a great job and we wanted to clarify that a government had never been so concerned about that sworn statement of assets,” stressed the director of ethics, including publishing when a minister has capital in the country or abroad.

We reached the second year and no government had ever done that, Ortiz Bosch stressed.

“Those people are not from us”
“Those people are not from us. The seven will last until the 17th. The truth is that we have done a great job”, Ortiz Bisch specified.

“We have already inked, the commission, that we are five, the cancellation of the seven,” the official reiterated in response to the insistence that she indicate the ministries or directions of those who will leave the Government for not complying with their affidavit of assets.
