Electronic invoicing would imply a cost for companies

Starting next year the Government has plans to force the implementation of the electronic billing. Although the country’s micro, small and medium entrepreneurs consider this to be necessary, they affirm that it will be a complete process that will imply a cost for them.

“Electronic invoicing is going to add a component of complexity that will add time to the billing process, especially at the retail level. It adds a cost since it is not possible to use a parallel billing system to the accounting system you have”, explained the president of the Dominican Confederation of Micro, Small and Medium Enterprises (Codopyme), Luis Miura.

Miura considered that the implementation of this system would have to be accompanied by a dismantling of “the multiple declarations” which is going to replace.

“We consider that the announced versions still require a lot of improvement and optimization. There are issues related to electronic signatures where it is not very clear where the certificates will reside,” said the representative of the micro, small and medium-sized entrepreneurs.

Miura believes that the improvements that, in his opinion, this initiative needs, can be achieved if there is openness and political will, because in their opinion the biggest drawback is that methodologies are developed internally and they do not consult the procedures and the advantages and disadvantages with the entrepreneurs, who are the ones who have to implement them.

Draft
The General Directorate of Internal Taxes (DGII) prepared a electronic invoicing draft bill that seeks to create the mechanisms for the issuance, regulation and remittance of electronic invoices. You can also check about commercial invoice template here.

The project would establish a calendar for the mandatory adoption of this billing model. For now this is optional and the initiative contemplates granting incentives to those who, before it becomes mandatory, do so voluntarily.

In 2018, the DGII led by Magín Díaz announced the application of a pilot project for electronic invoicing,
a mechanism about which he said “although it will not be a panacea, it will contribute to improving controls in the fight against tax evasion in the country”.

According to DGII records, since 2019 the Dominican Republic has been one of the Latin American countries that have implemented the electronic invoicing model. The organization points out that

“This billing modality has been successfully tested in most Latin American countries, demonstrating that it boosts the economy, the transparency of commercial transactions and modernizes the Tax Administration, facilitating tax compliance for the taxpayer,” highlights the agency.

Advantages
The DGII says that electronic invoicing contributes to the formalization of the economy, fiscal transparency and contributes to improving care for the environment.

Unlike businessmen, Internal Taxes says that with electronic invoices their costs would be reduced because they would not have to spend on printing or paper.

Until yesterday the DGII had issued 77,098,753 electronic tax receipts.
