Valero Halts 435,000-BPD Port Arthur Refinery After Blast

Valero Energy Corp. halted operations at its 435,000-barrel-per-day Port Arthur refinery following a massive explosion and fire on Monday evening. Local authorities and company officials confirmed all personnel are accounted for with zero reported injuries.

The blast occurred at approximately 6:30 p.m. CDT, forcing the shutdown of major processing units at one of the largest heavy sour crude facilities on the U.S. Gulf Coast. The operational outage could temporarily impact regional gasoline supplies and broader crude supply chains.

Emergency Response and Current Status

Jefferson County Sheriff Zena Stephens and Interim Port Arthur Fire Chief Louie Havens confirmed the absence of casualties following the incident.

Valero Public Affairs Manager Carol Hebert issued a statement: “Currently, there is a fire in a unit at Valero’s Port Arthur, Texas refinery. All personnel have been accounted for. Valero’s emergency response team is responding and coordinating with local authorities. As always, the safety of our workers is our top priority.”

Initial safety protocols included a shelter-in-place order for the west side of Port Arthur, encompassing areas from Stilwell West to South of Highway 73, Pleasure Island, and Sabine Pass. State Highways 82 and 87 were preemptively closed to secure the perimeter.

By Tuesday morning, Valero’s internal response teams and local fire departments contained the blaze. The Texas Commission on Environmental Quality conducted air monitoring assessments, allowing local officials to lift the shelter-in-place directive.

Operational Impact and Infrastructure

Early indications from investigators and Sheriff Stephens point to an industrial equipment failure involving a heater unit as the likely cause of the explosion.

The exact duration of the operational shutdown remains pending as damage assessments begin across the site.

The Port Arthur facility is a critical node in Gulf Coast energy infrastructure. Following a major coker expansion completed in 2023, the refinery is heavily configured to process heavy sour crudes.

The site has also recently expanded into renewable energy operations. The industrial complex houses a Diamond Green Diesel plant and completed a 235-million-gallon Sustainable Aviation Fuel project in October 2024.
