Portugal Sees 2030 World Cup as ‘Test of Fire’ for Global Security

Portugal’s government has declared the 2030 FIFA World Cup a crucial global proving ground for its national security capabilities, emphasizing a commitment to enhancing safety measures for major international sporting events.

Paulo Simões Ribeiro, Assistant Secretary of State for Internal Administration, stated on Wednesday that the tournament presents both a “test” and an “opportunity” for the country. He added that the preparation and management of the World Cup would be “observed worldwide and serve as a reference for security in international sports events.”

Ribeiro underscored the need for “everyone”, including national and international public authorities, security forces, clubs, and private companies — to act with a “spirit of mission” and “full coordination” to develop joint solutions.

The government official also acknowledged persistent issues like pyrotechnic use, assaults, and risky behaviors at sports events, despite prior progress. He confirmed that the government, in collaboration with national police forces (PSP and GNR), is actively evaluating potential legislative and procedural changes to improve policing at sports spectacles.

Ribeiro was speaking at the S4Congresso in Viseu, an international event focused on safety, security, and service at sports events.

During the congress, a protocol was signed between Portugal’s Public Prosecutor’s Office and the Authority for Prevention and Combat of Violence in Sport (APCVD).

APCVD President Rodrigo Cavaleiro told Lusa news agency that this agreement aims to “strengthen collaboration” and “standardize procedures” between the entities. Cavaleiro explained the protocol includes mutual training and capacity building, covering criminal procedural matters and preparing cases effectively. The Public Prosecutor’s Office will also receive specialized support on issues related to sports violence.

Ribeiro highlighted the economic benefits of sport for tourism and Portugal’s international image as a safe destination. He stressed that ensuring a secure sporting environment for athletes and fans is vital to protect the country’s economy, tourism, and reputation.

International comparisons, he noted, indicate that countries with higher levels of preparation also demonstrate greater promotion of citizen security and trust, meeting public demand for high protection standards.
