Football arbitration leaders gathered in Portugal this weekend to forge a unified strategy aimed at standardizing practices and strengthening cohesion across all levels of officiating.
The 24th Arbitration Forum commenced Saturday in Ponta Delgada, bringing together regional and district associations with the national Arbitration Council to discuss key sector challenges.
Among the prominent figures attending were Luciano Gonçalves, president of the Portuguese Football Federation’s (FPF) Arbitration Council; José Borges, president of the Portuguese Association of Football Referees (APAF); and Henrique Calisto, head of the National Association of Football Coaches (ANTF).

Discussions focused on promoting teamwork. Delegates aimed to develop common strategies that strengthen collaboration and foster the sharing of experiences and best practices among all arbitration agents.
Another key topic was ensuring greater uniformity and equal opportunities within the sport. This involves establishing consistent criteria and procedures to provide equity in the development and evaluation of referees, regardless of their level or region.
The forum also sought to unite the entire “arbitration family,” from grassroots to elite levels. Participants worked to reinforce a sense of belonging and cooperation among referees, trainers, and leaders, aiming to create a culture of cohesion and value across all ranks.
