The Climate Action Network is concerned about the amount of French public spending that will contribute to climate change in 2023. In its “panorama of expenditure harmful to the climate and the environment”, the NGO federation calculates that 67 billion euros will be spent counterproductively next year, of which 45 billion energy tariff shield.

For the NGO federation, the tariff shield, which mainly supports electricity consumption, is not “not sustainable over time”. Exemptions and other reduced rates are criticized because they encourage the consumption of fossil fuels, such as petrol or diesel, and not the reduction of consumption. The Climate Action Network also regrets that all this contributes to the artificialization of soils and CO2 emissions.
The Climate Action Network emphasizes that its calculation method differs from that of the “state green budget” which he considers undervalued. He generally criticizes the lack of consistency between this budget and climate objectives and calls for a plan to end this harmful spending. The NGO federation is pushing for tools that “really trigger the energy transition”, such as faster thermal renovation of buildings and a larger energy check for low-income households.
