Belgium wants to accelerate the construction of a so-called “blockchain infrastructure” for all of Europe. This special digital system is intended to store official documents, such as driving licenses, in a decentralized and secure manner.
Blockchain is the underlying technology for cryptocurrencies. The Belgian government plans to raise this proposal during its presidency of the Council of the European Union in early 2024.

Belgium supports a European blockchain network
With this proposal, Belgium wants to simplify the storage of official documents on a common European blockchain.
The public infrastructure must become a comprehensive blockchain network for documents such as driving licenses from European countries. Mathieu Michel, the Belgian State Secretary for Digitalization, tells ScienceBusiness that the network is managed by the government:
“Many countries are working on blockchain-based applications; It would be a good idea to build them on a common infrastructure. But it has to be on a government-run blockchain.”
Restart of the European blockchain project EBSI.
Michel emphasizes that there is a plan for the restart European infrastructure for blockchain services (EBSI). Recently renamed Europeum, this project was founded in 2018 by the European Commission and the European Blockchain Partnership.
According to the Belgian Secretary of State, the restart of this project will also be able to support the infrastructure of the digital euro. The EBSI project was created to promote cooperation between EU member states in building a secure and shared blockchain. This blockchain is primarily intended for public administration tasks.
The proposal includes three further initiatives. Priority is given to measures in the area of artificial intelligence (AI). With this proposal, Belgium also wants to address the skills required for the digitalization of the economy.
A final initiative is online anonymity. All of these initiatives are intended to strengthen digital sovereignty in Europe.
“In terms of security, transparency and privacy, blockchain can give back control of the citizen’s data,” said Michel.
Countries such as Italy, Croatia, Poland, Portugal, Slovenia, Luxembourg and Romania have already signed up for the Europeum project. The headquarters of this project will be in Belgium.

IOTA crypto involved in the EBSI project
In 2021, the IOTA (miota) Foundation reached an important milestone. The non-profit organization was allowed to contribute to the EBSI project along with 6 other blockchain platforms. It is not yet known whether the IOTA Foundation will be involved in restarting the project again.
