The Assam government has announced a significant decision regarding the upcoming film “Roi Roi Binale,” the final project of late singer Zubeen Garg. The state will channel its share of Goods and Services Tax (GST) collected from the film to the Kalaguru Artist Foundation, established by Garg.
Chief Minister Himanta Biswa Sarma made the announcement following a cabinet meeting. He stated the funds would specifically benefit artists’ medical treatments, aid flood victims, and support needy students through the foundation. This move was made in consultation with Zubeen Garg’s wife.
“Roi Roi Binale” is slated for release on October 31, 2025.
Cinema tickets priced above 100 Indian Rupees are subject to 18 percent GST, while those below 100 Indian Rupees incur a 5 percent GST. The state’s portion accounts for half of these rates. The Chief Minister expects the funds to be transferred to the foundation approximately one month after collection.

The government’s decision comes as an investigation continues into Zubeen Garg’s death. The popular singer passed away on September 19 in Singapore during what was described as a scuba diving incident. He had been in Singapore to attend the 4th Northeast India Festival (NEIF).
A 10-member Special Investigation Team (SIT) from the state police’s CID is currently probing the case. Seven individuals have been arrested in connection with the incident.
Five of the accused were transferred to Baksa Jail on October 16 after their police remand ended. Two additional suspects, band members Amritprava Mahant and Shekharjyoti Goswami, are being held in judicial custody at Haflong Jail. Special DGP Munna Prasad Gupta, who heads the SIT, recently traveled to Singapore with another officer as part of the investigation. The team has since returned from Singapore.
