World Anti-Doping Agency confirms ban on blood tests for Moscow lab

The World Anti-Doping Agency (WADA) confirmed on Saturday the sanction imposed on the Moscow laboratory since January 2020, consisting in depriving it of its authorization to analyze “blood samples as part of the athlete’s biological passport program”.

“The WADA Executive Committee on Friday approved, by correspondence vote, the recommendation of a disciplinary committee to revoke the approval of the Moscow National Anti-Doping Laboratory, allowing it to perform exclusively blood tests in connection with of the athlete’s biological passport “, said the Montreal-based body.

The Moscow laboratory had already been provisionally suspended since January 2020, “due to non-compliance with the international standard for laboratories and the associated code of ethics“.

Consequently, “the laboratory therefore remains subject to the ban on carrying out any activity related to the analysis of blood samples within the framework of the athlete’s biological passport and to carry out any other form of anti-doping analysis for the signatory organizations of the World Anti-Doping Code “, further clarified WADA. The laboratory may appeal this decision to the Court of Arbitration for Sport (CAS) within 21 days of its notification.

Since 2015 and the revelation of an institutionalized doping system in Russia, the anti-doping laboratory in the Russian capital has lost its WADA accreditation authorizing it to carry out doping controls. But he had been rehabilitated in May 2016 to perform analyzes in connection with the biological passport only, on condition of recovering all the raw data from the laboratory checks.

However, following the discovery of manipulations of certain data recovered at the Moscow laboratory in January 2019 (according to the McLaren report, the Russian Sports Ministry asked the laboratory to clear more than 500 positive controls between 2011 and 2015), the The World Anti-Doping Agency has decided to declare the Russian Anti-Doping Agency (Rusada) non-compliant.

And faced with this recurrence of cheating, WADA had excluded Russia from international competitions for four years in December 2019. The sanction was finally reduced to two years on appeal by the CAS and applied for the Tokyo Games this summer, where Russian athletes never convinced of doping were able to compete under a neutral banner. The same will be true for the Beijing Winter Games in 2022.
