A major bill backed by Donald Trump just barely made it through the Senate. Republicans pushed his “One Big Beautiful Bill” forward after more than a full day of debate. This spending and tax plan passed on Tuesday, July 1, 2024. But the celebration may be short-lived. The bill now heads back to the House of Representatives. There, it faces tough odds, possibly missing Mr. Trump’s target date.

Senators spent over 24 hours discussing the bill. They hoped to meet Mr. Trump’s July 4 deadline. The vote ended in a 50-50 tie. This meant Vice President J.D. Vance had to cast the deciding vote. His single vote pushed the bill past the finish line in the Senate.

Now the “One Big Beautiful Bill” goes to the House. The Senate made some changes to it. This means the House must vote on it again. Republicans hold the majority there, but they face strong opposition. The last time a similar bill passed, it won by just one vote. This makes the path forward very tricky.

Republicans have argued a lot among themselves about this bill. They disagree on how much to spend and how to handle the national debt. Social programs are also a big sticking point. All this internal debate could slow things down. Mr. Trump himself admitted on Tuesday that hitting his deadline would be very hard.

During the Senate vote, Republican Majority Leader John Thune urged his party to support the bill. But three Republican senators decided to vote no. They joined the Democrats in opposing it. This split within the party led to the tied vote that Vice President Vance had to break.

This “One Big Beautiful Bill” is a key promise for Donald Trump’s second term. If it becomes law, many temporary tax cuts from his first time in office would become permanent. To make up for the money lost from these tax cuts, Republicans want to cut spending elsewhere. They plan to reduce funds for programs like Medicaid. Medicaid provides health insurance for poor and disabled people. They also aim to cut money from SNAP, which helps people buy food.
