Seoul to Build First Civilian Nuclear Bunker by 2028

Seoul is moving to construct its first dedicated nuclear fallout shelter for civilians, part of a broader “Defense Seoul 2030” initiative aimed at bolstering the city’s preparedness against modern security threats.

The subterranean facility is designed to protect residents from nuclear, chemical, or biological attacks. It is projected to be completed by 2028.

Officials stated the project directly responds to increasing military threats from North Korea. It also addresses instability from global conflicts, such as the ongoing war in Ukraine.

A Seoul official remarked that “modern threats are different from those in the past.” The official added that the project expands the role of civilian shelters. They hope it marks a new step in better protecting citizens and elevating Seoul’s security system.

The shelter will be located on the third basement level of a large residential complex in a central district of the South Korean capital. It will span 2,147 square meters.

The facility is designed to accommodate up to 1,020 people. It will feature critical life-support systems. These include advanced ventilation with filters for harmful substances, a dedicated water storage and supply system, and comprehensive sanitation.

These systems are intended to allow occupants to survive for up to 14 days during an emergency.

The Seoul Metropolitan Government and the Seoul Housing and Communities Corporation are collaborating on the project. The residential complex will include 16 apartment buildings and 1,240 units.

When not needed for emergencies, the shelter will be repurposed for community use as a fitness center. The “Defense Seoul 2030” plan was first announced in March of last year.
