PSP to Fine Uninsured Electric Scooters Starting Friday

New rules kick in on June 20, 2025. If you own an electric scooter or other personal mobility devices (PMDs), you’ll need liability insurance. The police can fine you if you don’t have it.

The new law applies to all PMDs that can go over 25 km/h or weigh more than 25 kg and go over 14 km/h. But there are exceptions. If your device is slower or lighter, you don’t need insurance. The same goes for electric wheelchairs and equipment for people with disabilities.

Here are the details:

  • Speed: over 25 km/h
  • Weight and speed: over 25 kg and over 14 km/h

And here are the exceptions:

  • Slower and lighter devices don’t need insurance
  • Electric wheelchairs and equipment for people with disabilities are exempt

The police will start checking for insurance on June 20. If you don’t have it, you could get fined. It’s the user’s responsibility to get insurance, and stores should inform customers when they buy a device.

The new law is part of Decreto-Lei n.º 26/2025, which was announced on March 20, 2025. It’s meant to make sure people are covered in case of an accident. So, if you own a PMD, make sure you get insurance before June 20 to avoid any trouble.
