Portuguese highway tolls are projected to increase by an estimated 2.3% from January 1, 2026, driven by an inflation-linked formula and an agreement with concessionaires.
The annual adjustment is based on Portugal’s October year-on-year inflation, excluding housing costs, as reported by the National Statistics Institute (INE). For 2026, this inflation figure is estimated at 2.2%.
An additional 0.1% compensation is added for highway concessionaires. This compensation stems from a 2022 agreement with the government, addressing prior limitations on tariff increases.
These two figures combine for the total estimated 2.3% rise.
Highway concessionaires must submit their proposed tariff revisions to the government by November 15. The government then has a 30-day period to respond to these proposals.
New tariffs are scheduled to take effect on the first day of the new year.
For Lusoponte, the company managing the 25 de Abril and Vasco da Gama bridges, the value of the increase is calculated based on September inflation, not October.
