Portugal’s parliament has approved new measures that will eliminate tolls on a major highway and introduce targeted exemptions on others, effective early 2026.
The A25 highway will become entirely toll-free under the new legislation. This decision removes a long-standing discrepancy, as a short section previously still required payment.
The Socialist Party’s (PS) proposals, integrated into the 2026 State Budget, received parliamentary approval.
Partial exemptions will also apply to specific sections of the A6 and A2 highways.
These exemptions are limited to residents and businesses located in the immediate vicinity of the affected sections. Beneficiaries must use an electronic device linked to their vehicle registration for these particular routes.
The A6 exemption covers the stretch between the A2/A6/A13 junction and Caia. The A2 exemption applies between the A2/A6/A13 junction and Almodôvar.
The government anticipates implementing these changes in the early months of 2026, following the publication of detailed regulatory guidelines.
