The proposal received 37 votes in favor, 64 against and 10 abstentions, for which the president of Congress, José Williams, announced that it “goes on file.”
Immediately, a reconsideration of that vote was presented, which was also rejected, receiving 34 votes in favor, 67 against and 10 abstentions.

The motion, which was supported by legislator Hamlet Echevarría, from the leftist bench of Cambio Democrático-Juntos por el Perú, proposed that Boluarte be dismissed for a “permanent moral incapacity” to continue in office.
During the debate, Congressman Flavio Cruz, from the leftist Peru Libre party, which brought Boluarte to the Peruvian Vice Presidency, assured that this Tuesday “the entire region of Puno”, bordering Bolivia and one of the epicenters of the protests, “is paralyzed” by a strike.
Guido Bellido, also a leftist, from the Perú Bicentenario bench, considered that “it would be unfortunate not to accept this motion,” while Elías Varas, from Perú Bicentenario, said that this was “a moment of political control” of the president.
In response, legislator Alejandro Cavero, from the right-wing Avanza País party, criticized leftist representatives for, according to what he said, “contradictoryly and ironically” they are now promoting the removal of Boluarte when until last December they were opposed to applying that measure to former president Pedro Castle (2021-2022)
“Today, what the country is asking for is stability,” he remarked before pointing out that Boluarte did not come to power by imposition of Congress, but rather assumed the head of state by constitutional succession on December 7, after the then ruler was dismissed. for attempting a self-coup.
Legislator Jorge Montoya, from the ultra-conservative Renovación Popular party, also assured that they are now “seeking the stability of the country,” while Fujimori’s Patricia Juárez said that her group has “every intention of collaborating in everything that contributes to the well-being of the population”.
The Boluarte situation

The presentation of the motion was formalized last Thursday before the plenary session, after which Williams announced that it would be submitted to a vote for its possible acceptance for debate in the following plenary session, which was then convened for this Tuesday.
However, the president of the Legislature announced last Friday his rejection of the eventual dismissal of Boluarte, stating that “what is important is that there be peace of mind in the State, peace of mind in the population, and that things begin to look towards the future”.
In addition to this dismissal motion, Boluarte was included last week in an investigation by the Prosecutor’s Office, together with Castillo, for the alleged illegal financing of the Peru Libre party in the 2021 general elections, based on statements by businessman Henry Shimabukuro.
That investigation was used by the opposition as an additional argument to request the dismissal of the ruler.
Boluarte rejects the accusations and considers them a “dark political maneuver that seeks to stain the constitutional government, democracy and the institutional framework, with sayings and without evidence.”
Castillo remains in pretrial detention while being investigated for criminal organization and rebellion, and the head of state is for the almost 60 deaths in the demonstrations, in addition to allegations of alleged corruption among her former collaborators.
In this regard, Boluarte’s lawyer, Joseph Campos, told Channel N on Tuesday that the almost 60 deaths that occurred during the protests “cannot be established as genocide,” although he stressed that these cases “deserve investigation, punishment, and reparation.”
