A bold new vision for sports infrastructure is taking shape, promising to reshape how athletes train and federations operate. Bruno Mourão Martins, a candidate for the Oeiras Municipal Council representing the Liberal Initiative (IL), has unveiled plans for a “City of Federations.” This ambitious project aims to centralize and modernize the headquarters of all sports federations in one comprehensive complex.

Speaking to reporters, Martins outlined his plan for the Jamor Valley area. He envisions a hub similar to the existing football complex in Cruz Quebrada. This new facility would offer top-tier resources to athletes, coaching staff, and leaders from various clubs and federations. The goal is to create an environment where excellence can thrive.
The proposed “City of Federations” goes beyond just office spaces. Martins believes it will foster teamwork and shared knowledge between different sports. He sees it as a place for groundbreaking research and innovation in athletics. The project also aims to strengthen both local, community-level sports and elite competition. By combining training centers and educational spaces in one place, it hopes to attract young talent, new investments, and highly skilled jobs, boosting the entire Oeiras municipality.
Martins stressed that this national hub would serve as more than just a sports complex. He views sport as a cornerstone for good health and active citizenship. It would also promote social connections, blending high-level competition with initiatives that include everyone. Martins believes this will significantly raise Oeiras’ profile, both nationally and globally. Looking to the future, the “City of Federations” will also embrace new forms of competition, including a dedicated e-sports center.
A Broader Academic Link
The vision doesn’t stop there. Martins also proposes expanding the Faculty of Human Motricity. Alongside this, he plans to establish a university research and innovation center. This center would focus on sports, nutrition, and human movement. It would work closely with the high-performance sports sector and companies specializing in health and elite performance.
Martins’ ultimate goal is to cement the municipality’s reputation as a leading center in all these fields. He stated his commitment clearly: “With us, Oeiras will become a national capital for sport. This is a promise we take very seriously.”
