Minister of Public Administration promotes pact against clientelist culture

The Minister of Public Administration, Darío Castillo Lugo, spoke in favor of a pact between political parties with representation in the National Congress, in favor of Institutionality and professionalization, to eradicate the principle of clientelismpolitical loot and corruption.

When dictating the conference “Advances and Challenges in Public Administration”, the minister was against those who, within the political parties, proclaim: “I campaigned and they did not solve me” and that, in his opinion, was what ended up severing the life of Minister Orlando Jorge Mera.

In his dissertation, the minister highlighted as concrete advances the approval, through Decree 149-21, of the General Plan for the Reform and Modernization of the Public Administration and the promulgation, in August of last year, of Law 167-21 on Regulatory Improvement and Simplification of Procedures.

The general coordinator of Citizen Participation, Joseph Abreu, when introducing the seminar, stated that the clientelist politics is the main obstacle that prevents the consolidation of the main objective of the public function: that those who make it up are professionals from the administrative career.

The ambassador of the European Union in the Dominican Republic, Katja Afheldt, indicated that civil society plays a key role in monitoring the processes to strengthen public administration, this being essential to meet the expectations of citizens that their fundamental rights are protected and guaranteed.

“I am pleased to note that the European Union has been a key ally for the country throughout 3 decades of joint work with the public sector and civil society, in favor of the reform and modernization of public administration in the Dominican Republic”, Ambassador Afheldt concluded.

The minister’s speech took place during the Seminar on advances in Public Administration in the last 10 yearscarried out within the framework of the closing of the Inclusive Public Administration Project, which is part of the Public Administration Reform Support Program (PARAP II), which is financed by the European Union, and which has been carried out by Citizen Participation, Alternative City and Solidarity Foundation, more than 3 years ago.

The objective of the seminar was to learn from different approaches, the advances and challenges that have been generated from the regulatory reforms that have been carried out in recent years in public administration, and how these have improved the quality and effectiveness of public services. as a guarantee of rights.

A decade of experiences
The seminar had two panels, the first on advances in the reform of public administration in the last 10 years and the second on improvement in the quality of public services versus improvement in the quality of life of citizens.

In the first, the general director of the National Statistics Office, Miosotis Rivas Peña, indicated that in public administration there are many advances in institutional matters, and on the way to the census; however, there are no official statistics to date that reflect user satisfaction with the public administration.

Likewise, the Vice Minister of Reform and Modernization of the State of the MAP, Gregorio de Jesús Montero Montero, highlighted the importance of data quality to be able to make accurate decisions and design public policies. He showed the SIGEF as an advance, due to what it implies in terms of information and transparency. As a challenge, the topic of the transformational approach and the change of structural culture in the State.
