Mexico proposed a mediation plan to end the war in Ukraine due to the “paralysis” of the UN Security Council, which failed to prevent the conflict, stop it or “direct any diplomatic process,” the Mexican foreign minister said on Thursday. Marcelo Ebrard.
In his speech before the UN General Assembly, Ebrard harshly criticized the Security Council and supported those who propose to reform it.
“(The Council) has also been unable to ensure that all the required humanitarian assistance supplies arrive (in Ukraine), nor openly support the work of the secretary-general and other actors, for managing access to the markets for grains and fertilizers produced by the Russian Federation and for Ukraine,” he noted.
Given the agency’s inaction, Mexican President Manuel Andrés López Obrador proposed that a delegation or “caucus” of heads of state strengthen the mediation role of UN Secretary General Antonio Guterres, Ebrard explained.
Yesterday, Ebrard formally proposed to the Council that it, India and the Vatican lead a negotiation in search of a truce between Russia and Ukraine, an initiative that Mexico had already advanced and that had not had a very warm reception in Ukraine.
Ebrard and his Ukrainian counterpart Dmytro Kuleba met in the afternoon to discuss the plan. When Ebrard was asked about Ukraine’s lack of enthusiasm for the proposal, the minister admitted that Russia has also been critical of the plan, but that it is still worth proposing.
