MAP Minister inaugurates International Congress of the Latin American Center for Development

The Minister of Public Administration, Dario Castillo Lugoin his capacity as president of the board of directors of the Latin American Center for Development Administration (CLAD), led the inauguration ceremony of the “XXVII International Congress of CLAD on the Reform of the State and Public Administration” which takes place in Sucre, Bolivia until this Friday, November 25.

During his words, the head of the MAP stated that andhe impact of the Covid-19 pandemic has been the greatest historical challenge in several decades both for the world, for society and for the CLAD Congress itself.

“However, even in the midst of the most terrible moment of the pandemic, CLAD managed to resort to virtuality, and partly maintained its presence, both in Portugal, in 2020, and in Colombia, in 2021. This is a powerful indicator that we are aware, the administrations, civil servants, experts and public servants, of the vital importance and the legacy of the CLAD Congresses, to the good practices of the Ibero-American and international Public Administration”, expressed Castillo Lugo.

The Chairman of the Board of Directors stated that virtuality and teleworking that gave a conjunctural response to situations of closure of interpersonal relationships, accelerated awareness and practices to find new paths, new ways of doing for the Administration and public service.

Regarding the issues that will be discussed throughout the course of the Congress, Castillo Lugo explained that these will give ccontinuity to the spirit of the Ibero-American Charters of Open Government and Innovation in Public Management.

During the congress, around 30 of the panels that will be exhibited will deal with Reform, modernization, open government, Innovation and digitization.

Strategies for Reform Panel
Within the activities within the framework of the event, the panel was developed "Strategies for the Reform and Modernization of the Public Administration in the Dominican Republic", which was in charge of the Minister of Public Administration, Darío Castillo Lugo; the Vice Minister of Reform and Modernization, Gregorio Montero; the executive director of the Reform and Modernization Commission, José Oviedo; and the consultant for the Reform, Porfirio Quezada.

Prior to the start of the Congress, in his capacity as president, Castillo Lugo chaired the LII Annual Ordinary Meeting of the CLAD Board of Directors.

During that meeting it was reported that the offer of the Government of the Republic of Cuba for the XXVIII version of the CLAD International Congress to be held in that country was “unanimously” accepted, and it will be the first time in history that it will be held. Congress in Cuban territory.

The Latin American Center for Development Administration is an international public organization of an intergovernmental nature; This was established in 1972 and its creation was supported by the General Assembly of the United Nations, with the idea of ​​establishing a regional entity that had as its activity the modernization of public administrations, a strategic factor in the process of economic and social development. The organization has 23 full member countries and one observer.
