Mandatory Motorcycle Certification Looms in 2025: What to Expect

Motorcycle Safety in the State of Mexico

Over 2 million motorcycles are registered in the State of Mexico, resulting in thousands of accidents annually. In response, the government has implemented a Mandatory Certification for motorcycle drivers to promote road safety.

Why Mandatory Certification for Motorcycles?

The goal of Mandatory Certification is to ensure all motorcycle drivers possess the necessary knowledge and skills to drive safely. The Ministry of Mobility has made this certification a requirement for obtaining a motorcycle driver’s license.

Candy Ashanti Domínguez, a representative from the Mexican Transportation Institute, emphasized the importance of certification: “This will certify that the user has the minimum knowledge of traffic regulations and the necessary skills to operate a motorcycle safely, thereby reducing accidents and promoting road safety.”

Modules for Mandatory Motorcycle Certification

There are currently four modules enabled in different cities of Edomex: Ecatepec, Nezahualcóyotl, Metepec, and Tlalnepantla. These modules have the capacity to carry out up to 400 certifications daily.

The Alarming Rate of Motorcycle Accidents

Motorcycle accidents in the State of Mexico are a significant concern, with over 27,000 accidents occurring in 2024, resulting in more than 400 fatalities. Approximately 40% of those involved in these accidents did not wear helmets, emphasizing the need for safety measures.

The Mandatory Certification Process

To obtain certification, applicants must request an appointment with the Mobility Secretariat and undergo a three-stage process:

  • Practical Performance Test: Assesses the applicant’s driving abilities and safety.
  • Theoretical Test: Evaluates the applicant’s knowledge of road regulations.
  • Technical and Mechanical Test: Verifies the applicant’s understanding of motorcycle operation and safety.

Cost of Mandatory Certification for Motorcycles

The cost of the certification process is approximately 460 pesos, which is separate from the cost of obtaining a driver’s license. Certification is a required step for those seeking a motorcycle driver’s license.
