The National Federation of Lottery Banks (Fenabanca) manifested his Support for the regularization process of the sector raised by the general administrator of the National Lottery and coordinator of the Directorate of Casinos of the Ministry of Finance, Teofilo-Quico-Tabar.
Cristian Guzmán, secretary general of the Fenabancasaid that the sector he represents and brings together owners of 4,000 benches He fully agrees with the process being carried out to regularize lottery banks.
He said that the sector supports all the measures in the background, although in the form there are points that continue to claim and that is that those that operate illegally do not enter.
“We totally agree with the regulation process of the sector, not with the simple legalization, because legalizing would imply only the tax part, so that there are clear regulations and the laws are respected,” said Guzmán.
He argued that currently in the country there are more than 100,000 banks operating illegally and another 200,000 operations with verifon devices, cell phones and tablets that add up to more than 300,000 businesses of this type operating without controls.
He indicated that Fenabanca has encouraged that irregularity be corrected and controls exist, and those that have to be closed should be closed.

He affirmed that they will be vigilant so that what happened in 1999 does not happen, when the legalization process was carried out and the necessary controls were not put in place, and it resulted in an excessive proliferation of betting banks and games of chance.
The representative of the lottery banks wants there to be a legal framework, for the benefit of society, since for each legal bank there are three to four illegal ones operating.
He confirmed that on Tuesday will participate in the meeting of the Advisory Councilwhere they will present details that help make the process better.
Guzman specified that the Fenabanca asked that the banks that have opposition resources be taken into accountthe respect of decree 730-02, which establishes the 200 meters of distance between these businesses and that the acquired right is guaranteed and maintains that position.
He said that everyone knows that they must make an affidavit, although he explained that not everything that is going to be declared can be under an operating license, but rather they have to go through a process and then be purged.

Article two of the resolution establishes that the members of Fenabanca, the electronic lottery concessionaires and the independent and unaffiliated lottery banks that wish to avail themselves of the plan must commit themselves -by means of a written and formal document- to submit within 120 days a list of all lottery seats you own, regardless of their legal status.

Banks must list the name of the establishment, company name, ID number or National Taxpayer Registry, address of each bank, point of sale or agency and telephone number.
In addition, it specifies that after the 120-day period to register, the issuance of new permits or licenses for new lottery banks and the granting of electronic lotteries by the Ministry of Finance will be prohibited for two years.
