International Paralympic Committee President Andrew Parsons expressed disappointment with the Ukrainian National Paralympic Committee on Sunday, stating the delegation has improperly shifted its focus to politics during the ongoing 2026 Milan Cortina Paralympic Games. The friction centers on ongoing protests by Ukraine and allied nations against the inclusion of Russian and Belarusian competitors.
Parsons defended the governing body’s position, stating the organization must maintain neutrality and cannot isolate itself or punish disabled athletes for the conduct of their respective governments. He urged the international community to redirect attention to the athletic achievements of the record 612 para-athletes representing 56 nations at the games.
The conflict highlights a sharp divergence between the IPC and the International Olympic Committee. While the IOC forced Russian and Belarusian athletes to compete as strictly vetted neutrals without flags or anthems, the IPC General Assembly voted 91 to 77 last September to lift the suspension of the Russian and Belarusian national committees.
This democratic vote allowed six Russian and four Belarusian para-athletes to compete in Italy with full national regalia. They are participating under their own flags and national anthems, marking their first major event under national symbols since the 2014 Sochi Paralympics.
In direct protest of the IPC’s September ruling, Ukraine led a political boycott of the March 6 Opening Ceremony in Verona. The Ukrainian delegation was joined by at least 15 other nations, including Czechia, Poland, and the Baltic states. The coordinated absence resulted in fewer than 40 percent of the athletes attending the ceremony.
Administrative tensions escalated prior to the start of the games when the IPC formally rejected Ukraine’s initial uniform design. The proposed apparel featured a map of the country’s borders. The IPC cited strict uniform guidelines prohibiting political slogans, lyrics, and maps on competitor clothing, forcing the Ukrainian delegation to submit an alternative design for the competition.
