Importers ask the DGII to issue engine registrations

The Motorcycle Manufacturers Dealers Association (Afamoto), raised the need for the General Directorate of Internal Taxes (DGII) speed up the license plate issuance processwhich is being delayed up to three months, in order to stop the unregulated circulation of motorcycles and thus be able to contribute to the fight against crime.

This, due to several measures proposed by Listín Diario to alleviate this problem, among which stands out the prohibition of the night circulation of two people on board a motorcycle from 11 at night to 5:30 in the morning, which limits motorcycle traffic and the cessation of imports of motorcycles.

They claimed that it should be an immediate priority to stop the unregulated movement of motorcyclesHowever, they clarified that this has nothing to do with motorcycle imports, but with the “deficient control” of the competent authorities.

The president of Afamoto, Alexander Terwel, explained that the motorcycles leave the General Directorate of Customs (DGA) without documentation, which means that the process has to be carried out later and is late, for two years, at the time when he indicated that the most important thing is that motorcycles circulate with their registration: their registration and license plate.

“We have to do the plate later and that documentation takes time. Right now there are many delays, we have more than two months waiting for a few”, he assured in a visit he made to this newspaper together with Iris Nelsy Gonzalez and María Isabel Bellapart, executive director and vice president of Afamoto, respectively.

Terwel said that they have raised in joint meetings with the Ministry of Interior and Police, the National Institute of Traffic and Land Transport (Intrant), the General Directorate of Traffic Safety and Land Transport (Digesett), the DGA and the DGII, that a mechanism be created that forces them to pay from their cash flow, the plates along with the corresponding taxes, with the condition that they are issued immediately. However, to date they have not received any feedback in this regard.

“That they grant them at once and, in turn, we can make the corresponding endorsements in handling the sale to whoever buys. Even if the endorsements are not made immediately, but at least the registration exists and the motorcycle will come out with the plate”, the businessman specified.

“The registration does not reach us at once, it accumulates and then it takes time for us to finally give the license plate to whoever we have sold it to,” he explained.

He emphasized that They have proposed on various occasions that all the taxes that are necessary be paid in the General Directorate of Customs (DGA) in order for the motorcycles to leave the customs of the country with their documentation and the importer is obliged to present all the necessary documentation.

In this context, he referred to the fact that both institutions have informed them that the issue has been in an inter-institutional working group for months, however, to date they have not seen any type of concrete result, much less implementation of that proposal, he said.

The president of Afamoto pointed out that control needs to be strengthened when a motorcycle with the license plate registration is taken out of customs in a timely and immediate manner.

The directors of Afamoto proposed for the proper implementation of the National Motorcycle Registration Plan that the registration of engines focus on who drives the engine (motorcyclist) and not on the motorcycle.

This would imply that instead of giving a notification to the engine, it is given to the person who drives it. “The engine is linked to a motorcyclist who cannot lend the motorcycle nor can other people use it because the license he has is to drive that engine,” he added.
