EU Driving Rules Change: 17-Year-Olds Drive, Digital Licenses Introduced

The European Union has implemented a comprehensive set of new driving license regulations, aiming to modernize road safety, enhance driver training, and introduce digital credentials across its member states.

These rules, approved by the European Parliament, are now in effect, introducing significant changes for motorists across the bloc.

Among the key updates is the introduction of a digital driving license, allowing drivers to store their credentials on a mobile phone or other digital device. This digital version will be recognized throughout all EU Member States.

However, a physical license option remains available for individuals without smartphones or those traveling to countries that do not accept the digital format.

In a move aimed at fostering new generations of drivers, 17-year-olds are now permitted to operate light vehicles, provided they are accompanied by an experienced driver.

Road safety is a central focus of the new framework, which mandates a probationary period of at least two years for all new drivers.

During this probationary phase, stricter rules and more severe penalties will apply for infractions, particularly those involving driving under the influence of alcohol or drugs.

The driving examination itself has been expanded to be more comprehensive. Tests will now assess knowledge of critical risks such as blind spots, the functionality of driver assistance systems, safe door opening procedures, and the dangers of mobile phone distraction, in addition to standard safety evaluations.

To address a pressing shortage of professional drivers, the new regulations have also adjusted age limits for certain license categories. Individuals can now obtain a truck license (Category C) at 18 years old, provided they also hold a professional certificate.

The minimum age for obtaining a bus license (Category D) has been lowered to 21.
