California Traffic Light: $2.4 Million, 10 Months to Activate

A single traffic light project in Fresno County, California, recently became operational after a 10-month delay and costing approximately $2.4 million, underscoring persistent bureaucratic challenges in local public works.

The signal, located at the busy intersection of Fowler and Olive avenues in southeast Fresno, remained inactive for nearly a year despite its physical installation.

Drivers at the junction were forced to navigate temporary signs to access Highway 180 during the extended period of dormancy.

Fresno County Supervisor Nathan Magsig noted the slow pace of infrastructure development. He told local outlet GV Wire that poles had been in place for many months before the intersection was fully completed.

The project’s lengthy timeline traced back to its planning stages in 2018, encompassing years dedicated to land acquisition, securing rights of way, and purchasing necessary equipment.

Bureaucratic complexities further compounded the delay and cost, which also included tree removal.

Although a county initiative, the project required final approval from the City of Fresno, obligating the county to adhere to city construction standards.

Scott Mozier, Public Works Director for the City of Fresno, confirmed that his department received numerous complaints about the delay. This occurred even though the city was not directly responsible for the project’s execution.

The activation of the traffic light has significantly improved local traffic flow.

Hank Bocchini Jr., who has owned Hank’s Swank Golf Course at the intersection for 41 years, described the previous difficulties. He said it was sometimes impossible to exit his driveway safely.

Mr. Bocchini stated that traffic now moves much more smoothly through the intersection.

In stark contrast, a similar traffic light installation just 2.4 kilometers (1.5 miles) away, at Temperance and McKinley avenues, was completed in only three months from ground preparation to activation.
