The Local Development and Employment Agency (ADLE) of the Cartagena City Council facilitated €448,314 in financing to support 32 new entrepreneurial projects. The funding, announced on Saturday, represents a portion of the €653,880 requested by local founders seeking to establish operations in the municipality.
The financial backing marks a record period for the agency. Throughout 2025, ADLE registered the creation of 57 new companies initiated by 68 entrepreneurs, generating 92 new jobs in the region.
Demographics and Female Entrepreneurship
Women constituted the majority of the financing applicants. Of the 32 approved projects, 21 are led by female entrepreneurs, accounting for 66 percent of the total. Across the broader 2025 timeline, 44 new female founders successfully launched businesses with the agency’s support.
The age distribution of the beneficiaries indicates a concentration of mid-career professionals entering the business sector. Half of the entrepreneurs are between 30 and 45 years old. An additional 32 percent are over 45, while 18 percent are under 30. Educationally, 45 percent hold Vocational Training degrees and 27 percent possess university degrees.
Economic Context and 2026 Budget Expansion
Mayor Noelia Arroyo officially presented the figures during a March 21 visit to Galería Bisel, an art and framing gallery operated by program beneficiaries Carmen Solano and Arantxa Mínguez.
ADLE serves as a mediator between local startups and financial institutions, such as MicroBank and Avalam, to secure guarantees for founders. To maintain the current trajectory of regional employment, which saw unemployment in the municipality drop by 1,800 people over the last two years, the agency increased its 2026 budget by 30 percent to nearly €5 million.
