The UK Department for Work and Pensions is escalating its crackdown on welfare exploitation after a woman who claimed to be entirely housebound was caught using taxpayer funds to go ziplining and surfing in Mexico.
Catherine Wieland, 33, of Goring-by-Sea, was handed a 28-week suspended sentence at Lewes Crown Court on Thursday. She was ordered to repay £23,662 in fraudulently obtained Personal Independence Payments.
Wieland systematically defrauded the government between 2021 and 2024. She submitted official documents claiming crippling anxiety prevented her from leaving her home. She also stated her physical health was so poor she could neither cook nor wash herself.
Investigators uncovered a vastly different reality.
Bank statements and social media records revealed Wieland was spending the public funds on a luxury holiday to Cancun, Mexico. During the trip, she participated in surfing and ziplining excursions.
The fraud extended to her domestic life. DWP officials tracked her spending to three separate visits to Thorpe Park. She paid for 76 individual beauty appointments, including manicures and tanning sessions. She dined at 60 different pubs and restaurants. She even hired a private Harley Street dentist.
Investigators eventually confronted Wieland with her bank statements. Her response was recorded in the official inquiry.
“I didn’t realise you’re not allowed to leave your house,” Wieland told officials.
She had submitted a medical review claiming her condition had worsened shortly after returning from the Mexico trip. She pleaded guilty to failing to notify a change of circumstances.
Her 28-week custodial sentence is suspended for 18 months.
DWP Minister Andrew Western issued a forceful statement following the sentencing. He framed the case as a direct offense against the public.
“This is an insult to every hardworking taxpayer and to people who genuinely depend on Pip,” Western stated. “She milked the system for every penny.”
He confirmed the DWP will aggressively pursue similar cases.
“We are committed to finding those who try to defraud taxpayers, and they will face the consequences,” Western said.
