FC Porto Members Vote to Expel Praetorian Convicts; Fernando Madureira’s Case Delayed by Detention

FC Porto’s upcoming General Assembly will include a vote on expelling members previously convicted in the “Operation Pretoriano” criminal probe, signaling the club’s formal response to internal misconduct.

The Ordinary General Assembly is scheduled for November 22, 2025, at 9:00 AM local time at the Dragão Arena in Porto, Portugal. Members will specifically vote on the expulsion of Sandra Madureira, Vítor Manuel Oliveira, and Vítor Manuel de Oliveira Monteiro da Silva.

A vote on the expulsion of Fernando Madureira, another prominent figure in the “Operation Pretoriano” case, cannot proceed unless he is released from detention before the assembly date. His case remains conditional.

This move follows an extraordinary general assembly held on January 18, 2025, where these disciplinary appeals were not discussed due to the members’ detention or other justified absences.

The club stated that the “just impediments” (coercive measures or detention) for Madureira, Oliveira, and Monteiro da Silva have now ceased. This allows them to attend the meeting and address their appeals against expulsion.

In addition to the disciplinary matters, the assembly will review, discuss, and vote on the club’s Integrated Annual Report. This report includes both individual and consolidated accounts for the period from July 1, 2024, to June 30, 2025.

Members eligible to attend, participate in debates, and vote must be senior members, over 18 years old, with at least one continuous year of membership by the assembly date. Quotas must be regularized up to October 2025.

For credentialing, members must present their club card and a photo identification document. Credentialing will close at 7:00 PM local time.

Discussions regarding the appeals will be strictly limited to the facts invoked in the original disciplinary decision and the appeal itself. The general assembly is not permitted to produce new evidence or introduce new facts or circumstances.

Members must personally attend the assembly to discuss their respective points. Representation of members by others is not permitted under the club’s statutes.
