Rocha, ranked 167th globally, prevailed over the 249th-ranked Silva in straight sets.
The scores were 6-2 and 6-3 in a match that lasted 81 minutes.
Rocha’s victory as the tournament’s top seed underscores his strong performance throughout the event.
He will now face local Japanese player Sho Shimabukuro in the championship match.
Shimabukuro is ranked 157th in the world.
The Japanese player reached the final by defeating Britain’s Ryan Peniston 6-3, 6-2 in the other semi-final clash.
