Imagine walking into a home that just feels right. It’s warm in winter, cool in summer, and you’re not worried about your energy bill. This isn’t just a dream. A new program is making it easier for many families to upgrade their homes. It’s called the E-LAR Program.
This program is part of bigger efforts. The European Union (EU) launched special plans to help countries recover after COVID-19. Portugal’s own Recovery and Resilience Plan (PRR) includes this new initiative. And now, we know exactly how much help families can get for new equipment.
The main idea behind the E-LAR Program is simple: make homes more comfortable. It helps families buy modern, efficient appliances. It also encourages a shift to electric power for daily needs. This helps the environment by reducing carbon. Plus, it pushes for recycling old gas appliances.
The program has clear goals. One big goal is to fight energy poverty. This means helping people who struggle to heat or cool their homes properly. It also promotes energy saving. New appliances use less power than old ones. A key step is replacing gas stoves, ovens, and water heaters with electric versions. This moves us away from fossil fuels. The program also supports a “circular economy.” It ensures old appliances are collected and recycled.
To get help, the appliances you buy must be on a special list. These are found under “Typology 1 – Equipment.” Also, any new appliance must have an “A” energy rating or better. This ensures they are truly efficient. You can only buy and install these items from suppliers who are already approved by the program.

The program covers several types of equipment. These include:
- Electric induction hobs.
- Regular electric hobs.
- Electric sets (hob and oven together).
- Electric ovens.
- Electric water heaters.
It also covers some services like transport and installation. However, some groups of people may not get help with service costs.
How the Financial Aid Works
The financial support comes as a “Voucher.” Once your application is approved, this voucher activates. The money then goes directly to the qualified suppliers. They get paid back for the new equipment and services you received.
The program has set aside a total budget. This budget is split among different groups of people who can get help:
- GROUP I: People living in homes part of the “More Sustainable Neighborhoods” project. This group gets €5.6 million.
- GROUP II: People who already get a Social Electricity Tariff discount. This group receives €14.4 million.
- GROUP III: All other individual applicants. This group has €10.00 million available.
Good news for Groups I and II: the voucher amount covers the sales tax (VAT).

The maximum amounts you can get for each item depend on which group you belong to.
