Start pilot plan to regularize housework

In compliance with Convention 189 of the International Labor Organization (ILO), which dates from 2011, and Resolution CNS-11-2022, the Dominican government, through the Ministry of Labor, launched today the pilot plan to regulate domestic work. 

As of this Monday, December 19, the web portal will be available http://domesticas.mt.gob.dothe form through which employers of domestic workers may register the place. 

By completing the form, employers will have supplied the data related to the employment contract with the information required in Resolution 14-2022, issued by this Ministry of Labor.

The purpose of this process is identify the population that applies for the benefits contemplated in Resolution 551-08issued by the National Social Security Council (CNSS), on August 25 of this year.

Explain the ministry in a note, that once completed the validations and the adequacy of the technological platforms of all the entities involved in this plan, the Social Security Treasury (TSS) will issue the corresponding payment notifications. Payments may be made through the network of social security collecting banks.

Pilot plan
Upon the implementation of this pilot plan, the domestic workers will have delimitation of working hours, improved family health insurance coverage, occupational risk coverage, survivorship and disability pensions, as well as a plan for inclusion in the solidarity pension program.

According to Resolution CNS-11-2022 of the National Salary Committee, which enters into force today, the minimum wage for the domestic sector is established at RD$10,000 per month.

While those who enjoy a higher salary, it may not be reduced, in accordance with article 217 of the Labor Code, without prejudice to the fact that said salary is improved by agreement of the parties.

Regardless of the amount of salary earned in the domestic sector, the social security contribution will be fixed and will be divided as follows: 571.50 pesos is paid by the employer, 28.50 pesos is paid by the worker, for a total contribution of 600 pesos.

To ensure the financing of Social Security benefits, the government will make a State contribution of 259.43 pesos.
